What is Foreign License Conversion?

Foreign license conversion (Gaimen Kirikae) is the process of converting a driver's license obtained in a foreign country to a Japanese driver's license. This is necessary for Specified Skilled Workers who want to work as drivers in Japan.

Requirements

Hold a valid foreign driver's license
Have stayed in the country where the license was issued for at least 3 months total
Have an address in Japan (Residence Card required)

Process

Step 1: Prepare Required Documents

Passport, Residence Card, foreign driver's license, Japanese translation (from JAF or embassy), photo, residence certificate

Step 2: Apply at Driver's License Center

Apply at the driver's license center with jurisdiction over your address. Appointments may be required.

Step 3: Document Review & Aptitude Test

Take aptitude tests including vision test and color recognition test.

Step 4: Knowledge & Skills Test

A knowledge confirmation of traffic rules and a practical driving skills test will be conducted.

Step 5: License Issuance

Upon passing, a Japanese driver's license will be issued.
